Rules for using the KarSTU Library
1.General provisions
These Rules for Using the library of Karaganda State Technical University have been developed in accordance with the University’s Charter and regulate the general procedure for organizing services for readers (users) of the library. Library collections are the property of the University and are provided for public use in accordance with these rules.
2.Library Users
The right to use the library is granted to two categories of users:
1. Students, undergraduates, doctoral students, college students, faculty, scientific and administrative staff of the university (regular users).
2. Researchers and specialists of the national economy of the region, applicants for academic degrees, interns, applicants, and other persons who visit the library individually (temporary users).
3. The order of writing to the library
To enroll in the library as a regular user, you must present a student ID or a record book with a stamp of the current year and 1 (one) 3×4 cm photo, fill out a reader’s form, a reader’s registration card.
The teaching staff, researchers, and university staff present a certificate from the DUP, an identity card (or a document replacing it), 1 (one) 3×4 cm photo, fill out a reader’s form, and a reader’s registration card.
To enroll in the library as a temporary user, you must present an identity card and a written application from your place of work or study indicating the purpose of the work and the necessary topics to obtain permission from the rector of the University.
4.User Rights
Users have the right to:
- to receive books, other printed works and other materials from the library funds for temporary use at home;
- use bibliographic and reference information services and other types of services provided by the library;
- work with technical tools provided by the library;
- use full-text documents from your own or purchased electronic databases and the electronic catalog of the Library by reading the document from the monitor screen
5. The procedure for using library materials
The delivery of literature to the house is carried out on subscriptions:
- educational literature is given to readers for one semester.
- fiction and popular science literature is issued for 14 days.
- low-volume and high-demand literature is issued for 20 days.
The user does not have the right:
- take literature and sign for another reader;
- take a second copy of the same edition.
Upon receipt of books, the user must review the publications, and in case of any defects, inform the librarian on duty. Otherwise, the user who used the publication last is responsible for the damage to the books.
In the reading rooms, you can use literature without the right to take it out.
6. The procedure for using the Electronic Library
The library provides library users with access to electronic information resources of local access generated by the library and remote access using the Internet.
Students, undergraduates, doctoral students, college students, faculty, scientific and administrative staff of the university are provided with full access to full-text documents.
Researchers and specialists of the national economy of the region, applicants for academic degrees, interns, applicants, and other persons visiting the library individually, access is provided to full-text documents only in reading mode.
The user has the right to use the capabilities of the electronic library only to search for information and for independent work necessary for the educational process and scientific research.
7. Using computers
Computers in the library are used to search for information, mainly for educational and scientific purposes. Some computers are designed only for searching in the electronic catalog.
Damage or attempted damage to library computer equipment or any other equipment in the Library will be considered a serious violation, which will be immediately reported to the security and administration of the University.
In case of computer failures, users should contact the librarian of electronic reading rooms. Independent modification of any hardware and software configurations of the computer is not allowed.
Copying of printed information to media (removable USB media, CD/DVD, digital cameras, etc.) is allowed in an amount sufficient for training, scientific work, in an amount that does not violate the Law of the Republic of Kazakhstan “On Copyright and Related Rights”.
Floppy disks and other removable media must be checked for viruses before they are used in accordance with the State Standard of the Republic of Kazakhstan “Information Protection. Requirements for the design, installation, commissioning, operation and security of information systems. ST RK 34.022-2006.
8. User Responsibilities
Users are required to:
— comply with the requirements of these Rules;
- take care of library materials, do not make notes on them, do not tear out or bend pages, do not scratch the surface of multimedia media, do not take materials out of the library without the permission of the librarian;
- to return the literature received from the library’s funds within the time limits set by the library;
- in case of loss or damage of books, other printed works and other materials from the library’s collection, the user is obliged to replace them, respectively, with the same works and materials, or recognized by the library as equivalent. If it is impossible to replace lost and damaged books and other printed works, the user is obliged to reimburse their cost
- upon leaving the university, the user must return to the library all the publications listed for them.
- do not enter the library in outerwear and hats
- keep quiet, clean and tidy, do not use mobile communication.
For violation of these Rules, users are deprived of the right to use the Library for a period established by the Library administration.
