Excerpt from the Rules for Using the Library of Abylkas Saginov Karaganda Technical University (NАО)

  1. General Provisions

The Library Rules are developed in accordance with the University Charter and regulate the general procedures for providing library services to readers/users.

The library collections are the property of the University and are made available for public use in accordance with these Rules.

When visiting the library for the first time, a reader/user must familiarize themselves with these Rules and comply with them.


  1. Library UsersThe right to use the library is granted to two categories of readers:

    2.1. Students, master’s and doctoral students, college students, teaching staff, research, and administrative personnel of the University (permanent users).

    2.2. External part-time employees and other individuals visiting the library independently (temporary users).

  2.  Library Registration Procedure3.1. To register as a permanent library user, the following must be presented:

    Students: student ID, University access card, and one (1) photo (3×4 cm); complete a reader’s card and a user registration form by category.
    Teaching and administrative staff: University access card, one (1) photo (3×4 cm); complete a reader’s card and a user registration form by category.

    3.2. When borrowing books or other materials, readers must carefully examine the items. If any defects are found, they should immediately notify the librarian on duty. Otherwise, the reader who last used the item is held responsible for any damage.

    3.3. Upon leaving the University, readers must return all borrowed materials to the library.


  1. . Rules for Using the Circulation Desk (Loan Service)4.1. The right to use the circulation desk is granted to all registered library users — college students and University staff.

    4.2. Materials are issued for a specified loan period.

    4.3. The loan period may be extended if there is no demand for the material from other readers or shortened if the item is in a single copy or in high demand.

    4.4. If a reader fails to return materials on time, their borrowing privileges are suspended, though they may still use the reading rooms.

    4.5. Temporary users are not served through the circulation desk.


  1. Rules for Using the Library Reading Rooms5.1. All users are served in the reading rooms upon presentation of a valid student ID or University access card.

    5.2. First-year students may use the reading rooms by presenting an identity document until they receive a University access card.

    5.3. Rare books, dissertation abstracts, research reports, and official documents are available only in the reading rooms. Access to unpublished materials (dissertations, research reports, etc.) or restricted materials is granted only with written permission from the Vice-Rector for Research.

    5.4. Readers may use the open access collections in the reading rooms, allowing them to independently locate and view materials on their topics of interest.

    5.5. Items borrowed from the library’s storage may be kept on a reserved shelf for no more than three (3) days. If not collected within that time, they are returned to storage.

    5.6. Users are provided with computers for independent work, searching for materials in the electronic catalog, Electronic Library, and remote databases, and for working with text, graphic editors, and software packages for academic purposes.

    5.7. Copying printed materials to USB drives or digital cameras is allowed within limits sufficient for educational or research use, in compliance with the Law of the Republic of Kazakhstan “On Copyright and Related Rights.”

    5.8. Full copying of materials is permitted only in special cases with the author’s permission.

    5.9. Readers may use their own laptops or digital cameras to copy information from materials provided by the library.

    5.10. Readers are not allowed to remove library materials from the reading rooms but may bring and use their own books.


  1. Electronic Document Delivery (EDD) ServiceElectronic document delivery is available.

  2. Access to Electronic ResourcesThe library provides access to locally available electronic resources and to remote networked resources in accordance with the license agreements with the providers of licensed electronic resources.
