The monograph examines the foreign experience of the development of democratic processes. The study is devoted to the formation and development of the Institute of the presidency of independent Kazakhstan. The author is a Candidate of Historical Sciences (MGIMO of the Ministry of Foreign Affairs of the Russian Federation, 2015), a specialist in international relations (MGIMO of the Ministry of Foreign Affairs of the USSR, 1985) with practical experience in the system of foreign relations of the USSR (1986-1990), in the Ministry of Foreign Affairs of the Kazakh SSR (1990-1992) and the Ministry of Foreign Affairs of the Republic of Kazakhstan (1992-2013). The author was lucky to work at various the directions of the foreign policy service of the Ministry of Foreign Affairs of Kazakhstan (CIS, Asian countries, EU, USA, economic and investment cooperation), which allows him to present his professional view of what happened.

The book is intended not only for specialists in the field of international relations, it will be useful for students, high school students, as well as all those who are interested in the real history of Kazakh diplomacy.

The Declaration on State Sovereignty, adopted on October 25, 1990 by the Resolution of the Supreme Council of the Kazakh SSR of the XII convocation, approved the political and legal foundations of Kazakhstan as an independent state.On the eve of the festive date, Indira Aubakirova, Doctor of Law, Professor at KAZGUU named after M. S. Narikbayev, told in an interview with Kazakhstanskaya Pravda about the historical situation and events explaining the epoch-making nature of the adoption of this document.
